Hoarder House Cleaning: Deep Clean After Clearance

The deep cleaning phase that follows hoarder house clearance — biohazard levels, PPE, mould, odour, pest coordination, structural checks, and how to restore a property to safe use.

Hoarder house cleaning is the deep-cleaning phase that follows the removal of accumulated possessions. Where clearance handles the volume, cleaning handles the residue: the surfaces, floors, walls, air, and — often — the structural elements that have absorbed years of dust, damp, animal waste, food debris, or biological contamination. Cleaning a hoarded property properly is not a domestic clean carried out at scale; it is a specialist decontamination job, and it requires specialist equipment, training, and legal handling.

This guide explains what hoarder house cleaning covers, what levels of biohazard exist, what PPE and equipment are needed, and how the various sub-tasks fit together.

When cleaning begins

Cleaning begins once bulk removal is complete and the working surfaces are accessible. Attempting deep cleaning while sorting is still under way is inefficient and unsafe — dust and biological material are constantly re-introduced. In heavily hoarded homes, cleaning is often phased alongside clearance: a room reaches a cleanable state, is cleaned, and then serves as a working base while other rooms are cleared.

Biohazard levels

Not all hoarded properties present the same cleaning challenge. A useful working classification:

Level 1 — cosmetic. Heavy dust, general household dirt, staining, but no biological contamination or pest activity. Deep cleaning at this level is intensive but not hazardous.

Level 2 — moderate. Food debris, kitchen and bathroom neglect, minor pest evidence, surface mould in isolated areas. Requires PPE and licensed disposal for some waste streams but is manageable within standard cleaning protocols.

Level 3 — significant biohazard. Active pest infestation, animal waste, mould covering large areas, prolonged bathroom failure, decomposing food in volume. Requires full PPE, coordination with pest control, and specialist waste routing.

Level 4 — severe biohazard. Human waste, needles, unattended-death residue, extensive mould behind and beneath surfaces, structural saturation. Requires respiratory protection above FFP3, chemical containment, coordination with environmental health, and sometimes involvement of specialist trauma-cleaning teams.

Correct identification of the level determines PPE, equipment, chemistry, timing, and cost. A generalist estimating without a survey routinely under-classifies, which is dangerous.

PPE and equipment

Standard PPE for hoarder house cleaning: disposable coveralls with hood; cut-resistant and puncture-resistant gloves; nitrile inner gloves; sturdy boots or shoe covers depending on floor state; respirators (FFP3 at minimum, higher-rated respirators for animal waste, mould, or unattended death); eye protection; disposable overshoes for movement between areas. Operatives change PPE at defined intervals and always when moving between contaminated and clean zones.

Equipment: HEPA-filtered vacuums for airborne particulates (essential where mould, pest droppings, or dust is heavy); microfibre cloths and colour-coded systems to prevent cross-contamination; commercial-grade cleaning chemistry appropriate to the biohazard level; enzyme cleaners for biological residue; specialist odour treatment (ozone, hydroxyl, or hypochlorous fogging) for embedded smells; steam cleaners for high-heat sanitisation; UV torches to locate biological residue not visible to the eye.

Sequence of work

Cleaning follows a top-to-bottom, dirty-to-clean sequence. Ceilings, cornices, and light fittings first. Walls next. Then windows, frames, and sills. Then hard surfaces — worktops, tables, shelving, fixtures. Then appliances (cookers, fridges, washing machines) inside and out. Then hard flooring, then soft flooring where salvageable. Bathrooms and kitchens receive the most intensive treatment because of biological load and safety criticality. Waste bags leave the property regularly rather than accumulating in cleaned areas.

Odour treatment

Long-standing odours in hoarded properties come from four main sources: absorbed cooking and body odours; pet urine and faeces embedded in flooring and skirting; decomposing food and general biological waste; and, in a minority of cases, unattended death.

Surface cleaning removes some of the load, but the odour typically persists because volatile organic compounds are embedded in porous materials — plasterboard, timber, insulation, carpet underlay. Effective odour treatment usually combines: mechanical removal of contaminated soft materials where salvage is impossible; enzyme treatment of remaining biological residue; and air treatment with ozone or hydroxyl generators over 24-72 hours, or in-solution fogging with hypochlorous acid. The property must be unoccupied during ozone treatment because ozone is a respiratory irritant.

Mould

Surface mould on non-porous materials is treated with fungicide, cleaned, and prevented by addressing the underlying moisture source. Extensive mould, mould behind plasterboard, or mould in the fabric of the building is beyond the scope of a cleaning contract and requires structural remediation — often replacement of affected sections. Attempting to clean over structural mould creates a false sense of resolution and allows the mould to return.

Health-vulnerable occupants — anyone immunocompromised, elderly, very young, or with respiratory conditions — should not return to the property until mould has been fully addressed.

Pest coordination

Pest infestation in hoarded properties is common. Rodents, cockroaches, pantry moths, weevils, silverfish, and — in properties with animals or damp — fleas, mites, and bird lice all appear. A cleaning contractor should not attempt pest treatment beyond removing accumulated food debris; specialist pest control operates under Control of Pesticides Regulations and uses treatments a cleaner is not licensed to apply. Cleaning and pest treatment are coordinated — usually pest treatment first (or during) so that dead pest bodies and droppings can be included in the cleaning cycle.

Structural checks

Prolonged hoarding causes structural stress. Floors may sag under weight, particularly where paper or books have accumulated in volume. Damp reaches walls when air circulation is blocked for years. Wiring may be damaged or overloaded. Boilers may be inaccessible for their statutory service. A specialist provider flags visible structural concerns at survey and recommends specialist assessment — surveyor, electrician, gas engineer — as separate work outside the cleaning contract.

Air quality

Sustained hoarding degrades indoor air quality through dust, biological particulates, VOCs, and — where damp is present — mould spores. Effective cleaning includes HEPA-filtered vacuuming of soft surfaces, air scrubbing during heavy work, and ventilation once cleaning is complete. Occupants with respiratory conditions should not enter the property during active cleaning and should ideally wait 24-48 hours after completion before returning.

Handover

At completion, the property receives a final walkthrough with the person, their representative, or the executor. Written scope-of-work confirmation and Waste Transfer Notes for the cleaning phase are handed over. Where the person is continuing to live in the property, a maintenance schedule is discussed. Where the property is being sold or re-let, a set of photographs is taken for the file.

Cost

Deep cleaning of a hoarded property is priced by area, biohazard level, and required chemistry. Broad London bands: cosmetic deep clean on a small property £400-£900; moderate biohazard £1,000-£2,500; significant biohazard £3,000-£6,000; severe biohazard £6,000-£12,000 and up. Where cleaning follows clearance from the same provider, the deep-clean cost is often bundled at a lower combined rate.
