Biohazard Hoarder Clearance

Biohazard hoarder clearance is the specialist work of decontaminating and clearing properties where hoarding has produced biohazardous conditions — animal or human waste, decomposing organic matter, sharps, blood, heavy mould, or infestation with pathogen-carrying pests. It is the highest-PPE, highest-technical form of residential clearance work and requires equipment, training and waste routes that generalist providers do not have.

What counts as biohazard

Biohazards in a hoarded property fall into several categories: Category B infectious substances (blood, body fluids, animal waste in quantity), decomposing organic matter (food waste, dead animals), sharps (used needles, disposable razors, broken glass), pest waste in volumes that carry pathogen risk (heavy rodent droppings, cockroach infestation), and heavy black mould with elevated airborne spore counts. Each carries different handling and disposal requirements, and each is regulated under UK health and safety and waste legislation.

Regulatory framework

Biohazard handling in the UK is governed by the Health and Safety at Work etc. Act 1974, the Control of Substances Hazardous to Health Regulations 2002, the Personal Protective Equipment at Work Regulations 1992, the Hazardous Waste (England and Wales) Regulations 2005, and the Environmental Permitting (England and Wales) Regulations 2016. PPE and equipment

Biohazard work requires: nitrile gloves under long-cuff gauntlets, disposable coveralls to Type 5/6 standard, respiratory protection to P3 minimum (usually air-fed hoods where mould or animal waste is heavy), safety boots with disposable overshoes, and eye protection. The team decontaminates PPE on exit and disposes of it as Category B waste. Air scrubbers with HEPA filtration are used throughout the working area to reduce airborne contamination.

The staged process

Site preparation includes containment of the affected area to prevent airborne spread, mechanical ventilation with HEPA-filtered air scrubbers, and full PPE. Contaminated soft furnishings, carpets and — where saturated — flooring are removed to licensed Category B waste routes. Hard surfaces are cleaned mechanically, then decontaminated with appropriate biocides. Mould is treated with fungicidal wash and, where penetrated into plasterboard or timber, removed and replaced. Deep cleaning follows, with ATP swab testing to demonstrate the sanitisation standard achieved.

Waste routes

Biohazard waste is not general waste. Category B infectious waste is transferred in UN 3291 rigid containers and disposed of by incineration at a licensed clinical waste facility. Sharps go into UN-approved sharps containers. Each load produces a hazardous waste consignment note that must be retained for three years. Broad London bands for biohazard hoarder clearance: a light biohazard case (localised contamination in a one-bedroom flat), £3,000 to £7,000 over one week; a moderate case (two- or three-bedroom house with contamination in kitchen, bathroom and one bedroom), £7,000 to £18,000 over two to three weeks; a severe case (animal or human waste throughout the property, structural remediation required), £18,000 to £50,000 or more over three to six weeks. Verification of decontamination

The sanitisation standard achieved is verified by ATP swab testing at agreed points in the property, with results included in the completion pack. Where the client requires a higher assurance standard — for example, a landlord returning a property to letting or a housing association returning a property to void status — additional testing (microbial swabs, air quality sampling) can be arranged and included in the documentation.

Working with residents and families

Biohazard hoarder clearance is almost always emotionally difficult for residents and families.
